Mayor's Message
This month, I would like to familiarize citizens with the names and faces of our City leadership team. These individuals provide the leadership for the different departments within the City. I would suggest that you save this information as we have listed their telephone numbers and e-mail addresses should you have an occasion to need their assistance.

The City Administrator is responsible for the management and implementation of policies, rules and regulations directed by the City Council. The City Administrator manages and coordinates City functions through the respective departments of the City. Nardini is a Certified Public Accountant with a Business Administration degree from the U of Iowa. He began employment with the City in 2001as Finance Director and has been City Administrator since July, 2004.

The Public Works Director is responsible for streets & storm sewers, wastewater treatment plant & sanitary sewers, water treatment & water mains, engineering/mapping, and the airport along with managing the operations of the Public Works Department. Buyert began working for the City in March, 2007.

The Administrative Services Director is responsible for the Community Services Department (parks, recreation, art center, and aquatics) and accounting functions for the City. Hesseltine earned her Master of Public Administration degree from the University of Kansas and began working for the City in January, 2010.

The Chief is responsible for the activities of the Police Department in enforcement of laws, the prevention of crime, and the protection of life and property. Marcinkowski also serves as the assistant City Administrator and in a member of the Human Resources team. He began working for the City in October of 1999.

The Electric Director is responsible for the planning and overall operation of the electric utility. The electric utility employs 32 full-time employees in three areas: production, distribution, and administration. Peterson began employment with the City in 1989 and has been the Electric Director since 2006.

The Library Director provides leadership, management and oversight to all library functions, including the collection, facility, staff, equipment, services, budget and long range plan. Street has an MA in Library and Information Science from the University of Iowa. She has been the Director of the Pella Public Library since June, 2002.
George Wesselhoft; Planning and Zoning Director 628-1601

The Planning and Zoning Director oversees development and building services. He administers the zoning and subdivision ordinances and provides support to boards, including the Planning and Zoning Commission. Wesselhoft has Master Degrees in Urban Planning and Public Administration. He began employment with the City in 2000 as the City Planner and has been Director since 2005.
Doug Van Gorkom, Fire Chief 780-2041

The Fire Chief oversees the City's 28 member volunteer fire department, maintains the department's budget, and helps to decide purchases for the department. Van Gorkom became Fire Chief in 2005, after serving as assistant chief for 8 years. He has been a volunteer firefighter for 39 years.

Labor Day Closings/Garbage
Offices Closed for Sept 6th: City Hall, Electric Distribution, Community Services, Library, Public Works, and Planning and Zoning.
Garbage Changes for Labor Day: The regular Monday route will be done on Tuesday (9/7) and the regular Tuesday route will be done on Wednesday (9/8).
Main St Reconstruction
The City of Pella is moving forward with plans to improve Main Street. An open house will be held from 7:00 p.m. to 9:00 p.m. on Thursday September 9, 2010 in the Council Chambers at the Public Safety Complex. The intent of this Open House is to give an overview of the project including anticipated schedule and construction sequence for the project, and to allow the public to ask questions related to the project. Members of City Staff and the Garden Associates, Ltd. design team will be present to answer questions. Design plans will be available for review and a project information sheet will be distributed. Caldwell Park Playground Replacement Information
Volunteers are needed both to help prepare the site for the new playground and to build the new structures on the following dates and times.
• Friday, 10am-5pm: using tools and machinery to dig post holes, set concrete blocks, and tamp down aggregate
• Saturday, 7am-6pm: various tasks including but not limited to bolting and erecting the new play sets, installing surface perimeter, unpacking new materials, keeping tools organized, concrete work, spreading wood chips, site cleanup, lunch help.
o Bring your wheel barrels, rakes and shovels if you are willing to use them for the project!
Lunch will be provided both days!

Fall Clean-Up Week
October 11-15
Fall Clean-Up Week is a means for Pella residential customers to conveniently dispose of bulky items that do not fit inside a garbage tote. Participation in clean-up week is limited to those who have been issued a City of Pella authorized tote (dark blue with windmills stamped on the sides).
Although most household, bulky waste items may be set out for collection, there are certain items that will not be picked up during clean-up week, including but not limited to appliances and electronics. Please see the chart below for a detailed list of unacceptable items. We also suggest donating any usable items to a charitable organization of your choosing.
Pick up of bulky waste items will take place on the normal garbage/recycling collection day only. All acceptable items should be placed at curbside no later than 7:00am on the scheduled collection day. Items not on the curbside by 7:00am or placed out after the normal collection day will not be picked up. Please remember to keep all items at least 4 feet from the garbage tote.

Unacceptable Items That WILL NOT be picked up:
• Televisions, computers, laptops & any other electronic items prohibited from the landfill.
• Appliances- washers, dryers, dehumidifiers, dishwashers, microwaves, refrigerators, air conditioners, & stoves
• Tires
• Automobile batteries and waste oil
• Oil based paint
• Liquid waste or waste containing free liquids
• Waste generated outside the City limits
• Waste generated by non-residential customers, including businesses, churches and schools
• Agricultural waste from farm uses
• Solid waste containing asbestos or any other hazardous substance
• Construction materials
*Those wishing to dispose of any of the above listed items should make arrangements directly with a licensed hauler at their own expense.
Pool Closure
Beginning on Wednesday, August 25, the indoor pool will be under construction for a roof replacement project. During the time of construction, both facilities will be closed to the public. The City hopes to minimize the length of this closure while ensuring the safety of all patrons entering and exiting the building. Watch the City’s website www.cityofpella.com and listen to KNIA/KRLS for a reopening date as the information is available.
All year pass holders will be given an extension of their pass equal to the number of days the facility is closed.
This fall, the City of Pella will again be participating in a Deer Reduction Program for the northern portions of the City. The designated area is north of Monroe Street on the west side of Main Street and north of Elm Street on the east side of Main Street.
The Deer Reduction Program consists of a special bowhunt aimed at safely reducing the deer population within the City of Pella to socially acceptable levels. The program is scheduled to begin on September 11, 2010 and run through January 30, 2011. The only City property identified for deer hunting under this program is Big Rock Park.
Under the program's rules and regulations, each bowhunter must obtain a DNR Deer Management Zone License as well as City of Pella permits to be eligible to hunt in the designated geographical locations. Each bowhunter in the program will be required to pass a one time Bowhunter Safety Education Course as well as an annual shooting proficiency test.

Oskaloosa Ashpalt
Overlay Project
The City of Pella was awarded $354,561 in Federal Stimulus money for the Oskaloosa Street/Main Street Resurfacing Project. The project entails removal of old asphalt and overlaying the surface on Oskaloosa St. from approximately E 3rd St to Main St and Main St from Oskaloosa St to Independence St. Norris Asphalt has been awarded the construction contract and is tentatively scheduled to begin work in mid-June. During this project, the identified portions of Oskaloosa St. and Main St. will be closed for 2-3 weeks. A signed detour route will be provided. Currently, City staff is working on access plans with affected businesses. As it becomes available, more information on this project can be found by visiting the City’s website. More information
Sewer Cleaning & Inspection Program to Begin Soon
Year six of the City’s ten-year Sewer Cleaning and Inspection Program is scheduled to begin late August or early September. More information will be made available on the City’s website once a time frame has been finalized.2010 Information

Placekick, Punt & Throw Competition
The Community Services Department along with the Iowa Park & Recreation Association is sponsoring a Placekick, Punt & Throw competition for all children ages 8-13. This event will be held on Saturday, October 2 at 3:00 pm at the Pella High School football field. The registration fee is $5.00. A waiver must be signed by a parent/guardian in order to participate. Team Registration for Adult Volleyball
The Pella Community Services Department is taking registrations for adult Women and Co-Ed volleyball league that will begin play the first week of October. There is a minimum of 6 teams and a maximum of 12 teams for each division. Registration fees will be determined by the number of teams that sign up. Call 628-4571 to register your team. Deadline to register a team is Thursday, September 16.
Tuesday night Open Studio Art Center will resume September 8 from 7:00 to 9:00 pm.

Paint the Park
Saturday, September 18th
Using the sidewalks of West Market Park as canvass, participants are invited to come paint a masterpiece, turning the park into an outdoor gallery and help support the Pella Community Art Center.

Park shelters can be rented for $25 per time slot. Time slots are 10:00 am to 3:00 pm or 4:00 pm to 9:00 pm during the months of May thru September.
The gym is open for free to the public on M F from 7:30 am 4:15 pm Rental hours: M F after 4:30 and all day/evening on Saturday & Sunday at $22.00 per hour.
