There are many ways the City of Pella makes it easy for you to pay your utility bills.

CityMatic is the convenient way to have your utility bill paid automatically and always on time by your financial institution. Through this direct payment plan, your financial institution will deduct your billing amount from your account on the due date.


Understanding Your Bill

Refer to the back side of your bill to see service code abbreviations, Mayor and Council contact information, and a Department Directory.

If you have questions on your utility bill, you can call 628-4173 or stop in at City Hall, 825 Broadway Street. City Hall's office hours are 7:30 AM to 4:30 PM Monday through Friday.

There is a customer charge for all services that is included in the amount due for each service.

All bills are mailed the last business day of the month for the previous month's usage and are due the 20th of the following month.

Please keep paths to meters clear. We need access to meter in order to provide accurate billing information as well as to keep our meter readers safe. Please keep dogs away from meters.

If you are concerned that your bill is running high for electricity, take a moment to review the portion of your bill right under the stub portion that lists critical information about your bill. First, check to see how many days were in the cycle to see if it was an unusually long period for that billing cycle. Then check to see what the average temperature was for that month and also compare it to what the average temperature was last year (located to the right of the average temperature for the month). All of these can help you determine if there is a reasonable explanation for a higher electricty bill.

Electric Rates

Informational brochure with current rates can be picked up at City of Pella, Administration Building, 825 Broadway, or Electric Distribution, 222 Truman Road. If you would like to have it mailed to you, call 628-2581.

Types of rates:

CITY RESIDENTIAL
Single-phase 120/240-volt service for general lighting and appliance service for single residences and apartments within the corporate limits of the City.
Minimum bill shall be the customer charge of $7.50 per month.

RURAL RESIDENTS AND FARM
Single-phase or three-phase service for general lighting and appliance service for single rural residences and farms.
Minimum bill shall be the customer charge of $20 per month.

ALL ELECTRIC
Single-phase 120/240 volt of electric service for single residences or apartments, which do not use any combustible fuel. Apartments may be metered separately or combined on one meter by the building owner, but sub-metering is not permitted. Available where demand does not exceed capacity available at the location.
Minimum bill shall be the customer charge of $7.50 per month.

COMMERCIAL LIGHTING AND SMALL POWER
Single-phase or three-phase four-wire lighting and small power service fro commercial establishments limited to the maximum motor size of twenty-five (25)hp. Where 3-phase service is available, single-phase motor size is limited to twenty-five (25) hp. Where single phase service only is available, motor size is limited to five (5) hp with a maximum total of fifteen (15) hp.
Minimum bill shall be the customer charge of $26.00 per month.

LARGE POWER/LIGHTING (100-1000 kW)

Three-phase 4-wire power and lighting service where the fifteen (15) minute kilowatt demands exceed 100 kW or motor size exceeds twenty five (25) hp.
Minimum bill: The minimum monthly bill shall be fifty percent of the highest monthly billing kilowatt demand established in any month during the twelve (12) months ending with the current month times the demand charge plus the customer charge and energy charges.

• Rates are also available for LARGE POWER/LIGHTING (1000 – 5000 kW), LARGE INDUSTRIAL POWER (>5000 kW), WATER HEATER, SPACE HEATING, SECURITY LIGHTING, PUBLIC USE AND STREET LIGHTS, INTERDEPARTMENTAL, and Central Iowa Power Coop.

What is ECA?

ECA stands for Energy Cost Adjustment.
Retail billing shall be adjusted by a monthly variation in the average cost of power, which shall be calculated as follows:

A/B – C = ECA

ECA = Factor to apply to current month’s bill
A = Total wholesale power costs and fuel costs for previous month
B = Retail kWh sales for the previous month
C = Base Power Cost (Already included in the rate structure) is set by the City Council, usually for several years

The ECA shall be applied to all classes except security lighting.

Annual Adjustment: An adjustment of power cost will be done annually to determine if ECA revenues were over or under collected. The adjustment calculation will be applied to the customer’s monthly billing statement as a charge if revenues were under collected and as a credit of over collected.

Iowa Home Energy Assistance Program

2007-2008 IOWA HOME ENERGY ASSISTANCE PROGRAM

The 2007-2008 Low-Income Home Energy Assistance Program (LIHEAP) has been established to help qualifying low-income Iowa homeowners and renters pay for a portion of their primary heating costs for the winter heating season.

The assistance is based on household income, household size, type of fuel, and type of housing.

WHAT TO TAKE:

• Proof of Income
Most recent 3 months' check stubs, award letter from Social Security or 2006 tax return
• Social Security numbers of household members
• Recent heat bill
• Recent electric bill
• Recent telephone bill

WAGE EARNERS:
Please bring copies of your check stubs for the three-month period preceding the date of application, or a copy of your federal income
tax return.
FIXED INCOME:
This income may include: Social Security Benefits, Supplemental Security Income, Family Investment Program, Veteran's Assistance, Unemployment Insurance, and pensions. Please bring copies of your most recent 3 months' check stubs.
SELF-EMPLOYED/FARMERS:
Please bring a copy of your most recent federal income tax return.
FIP AND SSI RECIPIENTS:
Your Medicaid number is on your Medicaid card. The numbers
needed are immediately following your name and number in the aid type box.

If you receive alimony or child support, it will also need to be verified.

Green Energy Contribution

Customers wanting to support the environment may do so through contributions to the utility’s local renewable energy programs. Customers can select the level of support by purchasing block(s) of energy. A block of energy, which is 200 kilowatt-hours (kWh), would cost $3.00.

All contributions go directly toward funding energy purchases from wind farms or other projects that utilize natural resources in Iowa. This would be in addition to the normal electric charges.

Digging?

Thinking about doing some yard work at your home or business? Does that work require digging of any type? If so, the first step of your project should be to call Iowa One Call at 1-800-292-8989. Second step is done on our side, when all utilities mark your yard with their appropriate flags. After that, it is up to the home/business owner what the next step is.

Iowa One Call

Call 1-800-292-8989 or a new nationwide 811 number when you plan to do any kind of digging at your home or business.

This three-minute call will ensure your safety as well as your liability protection. Originally a voluntary call, this activity was made a state law in 1993.

All utilities, including the Pella Electric Department, are registered with Iowa One Call, providing information on where their services are located. These utilities are also required to provide locates whenever they are requested to do so. The cost of the locates are covered by the utilities.

When you call Iowa One Call you will be asked to supply specific information: your telephone number, address, the time and date you wish to dig, county and city, work site street and number, nearest intersection, type of work and depth, type of equipment to be used, location of work (street, walk, private property, front, rear, side), company name and best time to call.

The call should be made at least 48 hours prior to when the work is to take place. All affected utilities will then visit the site and mark their respective service locations with flags so that you may safely dig.

Application for Services

You can pick up/bring the Application for Service in person at Electric Distribution, 222 Truman Road, Pella, or you can download it with the following instructions. You can also fax filled application to 628-1642.

Instructions for Downloading Application for Service Application
In order to download the Electric Department's Application for Service application you must have Acrobat Reader on your computer. To download the FREE Reader, follow these simple steps:
1. Bookmark this page (you will be returning here to get your form).
2. Go to Acrobat Reader's download page. You cannot get the application without Acrobat Reader.
3. When you have completed the simple download and have installed Acrobat Reader on your computer (it'll only take minutes), come back to this page.

Now that you have Acrobat Reader installed on your computer, you can have an application.
Open the application by clicking on the Adobe icon.

Electric Service and Metering Guide
If installations do not comply with the policies and procedures stated in the Service Rules, there may be a delay in supplying service to the customers. Please be sure all installations comply with the Service Rules.
